In every year, Directorate of Library Services publishes list of books received under Press and Registration of Books Act, 1867. This list facilitates selection of books by the Librarians of different categories of Libraries. The Directorate of Library Services also arranges for bulk purchase of books for the Matching Programme of the State Government and Raja Rammohun Roy Library Foundation. Submission of newly written books in Press and Registration Office as per Press and Registration of Books Act is an essential prerequisite for selection of books by the Directorate.

Organisation of Book Fair is a regular annual programme under the Mass Education Extension Department of the Directorate of Library Services. These Book Fairs are organized at the District level under the auspices of the respective Local Library Authorities. Aims and objectives of such fairs are the following:

(a) To provide facilities to the Librarians and book lovers to browse and consult large number of titles on varied subjects in one compact area for information, selection, and purchase.

(b) To provide facilities to publishers to exhibit their publications to the visitors and thus benefiting the book trade by interaction with the Libraries and the readers.

(c) To promote reading habit among the people.

Government is regularly assisting Non- Government and Non-Sponsored age old Libraries. A token of recognition of the services these Libraries are rendering to common people is manifested through this assistant. The assistance is given in terms of money for purchasing books, furniture, newspapers and journals.

The Directorate of Library Services is creating database of the Public Libraries of West Bengal. All data regarding the Government Sponsored Public Libraries including number of readers attending during the year, number of books issued out during the Year, different types of services rendered etc. will be available in the database.

Raja Rammohun Roy Library Foundation has been created by Government of India in 1972 for development and expansion of Library Services in the country. Since 1989-90, the State government is involed in the matching scheme of the Foundation for Development of Library Services in the State. This scheme covers such matters and works like construction of Library Buildings, Storage and Display of Books, purchase of books for the Libraries, Mobile library Services and organizing of workshops, seminars on Library matters. Fund for implementing such schemes are provided by the State Government and the Raja Rammohan Roy Library Foundation on 50:50 basis. The Foundation has also non-matching schemes, fund for which is provided by it.

Considering the fund requirement of the Library Network in the State, this scheme had a modest beginning with reference to the fund provided at the initial stages. But however with the passage of years the State Government in consultation with the Authority of the Foundation have increased its contribution to the fund effectively to meet the fund requirements of the sponsored public libraries. From the beginning of the Tenth Five Year Plan the Foundation has increased its contribution to 75 lakh and the State Government is also contributing to the same extent.
